click on the role playing lounge, anything listed their is a forum. then u click the forum and it has topics >.> the topics are the threads, i want to make a forum and i cant

yh you cant make forums. there all locked by scape i think. just make threads in the current forums. if its wrong it'll be moved later on.

Only Admins can make forums, seeing that you have to enter the panel and create it from there.
